Yes, but the majority of his fame in overwatch is as a caster

There's other players that surefour could've picked (roolf, mangachu) but choose the caster i guess

Other notes - The lowest SR on team Korea is 85 and Mexico's team captain is an SR41 youtuber lol

It's not a really serious tournament tbh. There's no prize pool and everyone who qualifies just makes a flat sum and gets all expenses paid for blizzcon. It's more of an international exhibition than anything, which is why they made it a popularity contest, leading to players like BRKsEDU and MYMALKAPONE getting chosen (you could even put star up there, I mean, he's good, it's just that every single other person on team USA is a professional player). The captain's pick is supposed to even that out and give you a more competitive edge, but looking at surefour's selections you can use it for the meme too i guess.

Blizzard probably likes the idea of having popular streamers and youtubers playing in the cup alongside the pros. It's good for marketing even if not as much for the competition, but it's not a serious tournament as twilitlord said.

Expect those Chinese and Korean teams to take it 100% seriously though

it is a buzzword but its the closest thing that OW has for esports right now. blizzard pretty much did the same with HotS. the competitive community exists somewhat separately, kind of like tf2 (they play a bit differently on their own terms/are pushing new ideas). OW ranked hasnt even started Season 2 yet, so... its still really new, still being developed. give it some time. as for tf2 having a better future for competitive players, ehhhhhhh that dream is long gone, sorry. thats why many tf2 players have jumped ship to OW, because there is in fact a future there. and as for the youtubers making it in, it was community vote enabled to generate more viewership and a broader audience. im sure a lot of people here think having some "not-actually-pro" players like star, muselk, etc. is lame but as mentioned above, this isnt an event with a prize pool. and maybe some of the viewers who come from people like muselk's channel will get into the "real" competitive side of the game. this whole event was done to help grow the scene, and you have to appreciate blizzard covering every angle, not just catering to the already established pros.
