Some basic things that people tend to forget:
Make sure your drivers are up to date. If they are unstable or don't work well on your machine look up the best driver for your card/chip.
Since you're on a laptop, make sure your power settings are set to "High Performance" and not "Power Saver".
Take a look at Cowmanglia's config linked above. As well as that, consider installing the no hats mod.

Use Linux!
(For a shitty laptop, Lubuntu is a good option, it doesn't look pretty but the point is to use the lowest amount of resources possible next to just a cli. ) Pretty much any Linux distro is better than windows from an optimization standpoint.
(If you refuse to switch to Linux for 1 reason or another, look at my fps guide here, (Main focus is installing Comanglia's fps config and removal of junkware))

Also check for driver updates for your video card from Nvidia or amd directly. DO NOT USE a "driver updater" they are snake oil 90% of the time.

i posted on your last thread telling you to use comanglia's bad pc config but it's evident you didn't listen
let me say it again: use comanglia's bad pc config

i noticed that linux performed better for me in many, many ways, but when i played tf2, i got far less FPS
do you know what the cause of that could be?

aieraOpenGL vs DirectX
this probably isn't the reason
the real reason is probably shit linux drivers, especially if you're on AMD

What gpu do you have? If you are on Nvidia make sure you use the Nvidia proprietary drivers. If you are on AMD then prepare for a nightmare with drivers due to AMD's poor support for Linux. When I compared my system with an i7 6700 at 4.8 ghz and 2 980 TI's I got about 10 fps more on Arch with Gnome 3 over windows 10. (Windows had tweaks to optimize it)
