There's these random moments in-game when everything just stops, but the world around me is moving back and forth, very blurry looking and dizzy. No sounds play during this time. It has nothing to do with fps or internet connection. It always seems to happen at unfortunate moments, which could just be my bad luck. Sometimes when the game would return to "normal", it sounds as if the class I'm playing has just hopped out of water? It's strange.

the water sound usually happens when rubberbanding, what makes you think it's not the internet connection? can you record this scenario? are you getting it just in tf2? how often does this happen, once a minute, twice a game?

I'm having similar issues. The only thing I notice is my ping spikes for a brief moment only after I come out of it before returning to normal. Seems to be sporadic for me, happens a lot in a short time or happens in a couple times then goes away then comes back several 5-10 mins later. I play on wireless connection so I've just come to accept it.

I know it's not the internet connection because my internet connection is fine and I don't notice any spikes in ping. what is happening is new. I was just in MGE before and had to quit because it was so bad. Other people saw it as me floating in the air whenever it happened and I was trying to rocket jump. Basically, it's as if I am lagging out but at the same time I'm not. It happens about once a minute/every two minutes, happens randomly I guess. And it's only in TF2.

I used to get this when my internet connection was terrible, and it stayed after I upgraded my internet speed. Moving the router closer to my PC (from about 3 metres vertically above to 20cm away) drastically improved this issue. I still get it occasionally, but it isn't anywhere near as bad.

internet speed != internet quality, keep that in mind. it sounds like your internet is very much NOT fine.

do as quintosh suggested, and also try setting up QoS on your router for port 27015.

My router is directly connected to my PC, I don't have a wireless connection. I'll try what quintosh suggested soon.

Edit: tried what quintosh suggested, got responses of 10-15ms with occasional jumps to 50-80. That's what I've got. And this also happens on a local server..

I believe I've figured out the problem and it's much greater cause than my computer. In a way, it is my internet connection. But it starts with the cables on the street and the connection from and to my house. They changed all the wires recently, since they are going to widen the road for god knows why, and it's been happening ever since. Even with all the TVs in my house, they're glitching around and stuttering. At times even changing color, darker. People all down my street are probably dealing with the same problem, we're going to have to call somebody.

It sounds like you've basically narrowed it down to an internet issue, but I thought it would be worth mentioning that sometimes various drivers can cause this. Excessive DPC latency in drivers can cause lots of weird issues with timings and such and I've seen it on many occasions on many different machines stemming from audio drivers. Unfortunately in the instances where I experienced it, cleaning and updating drivers didn't ever fix the issue.

It's pretty unlikely that this is the issue given what you've already stated, but you could make sure it's not the issue by disabling your sound adapter and then playing for a while. Also, looking at DPC latency could potentially lead you to the cause, if it turns out it's not the internet connection. There are lots of guides for checking that should be easily accessible via google. Just make sure you use the tool that pertains to your operating system.
