Upgrading my PC this Christmas, anyone got ideas?

Really looking to get a 144HZ monitor with a 1-5ms response time, 1080x1920, and if possible 20 or more inches.
I can't decide what to do for my actual build though, I got an i5 3570 @3.4GHZ and a 970.
Basically a monitor with the specifications I listed above and a new piece of hardware altogether under 400$.
Really haven't been keeping up to date info wise on any of the new hardware so I'm stumped as to what would work here.

what is the most powerful game you intend to play

if tf2 is the most powerful thing you are planning to do, you're good to just get a monitor

though if you don't have an ssd i would recommend buying one

Already got an SSD. Most powerful game(s) would either have to be The Witcher 3 (with a few shading mods) with a cranked up resolution with nvidia DSR or a heavily modded elder scrolls / fallout game. I'm mostly fine with my GPU but I originally was just going to get a 144HZ but it seems my budget this year is higher than usual so that 400$ minus whatever a 144 will cost will likely not all be spent on steam games. You can't really get a 144hz monitor and upgrade your pc that much for under $400. I would buy a refurb XL2411Z ($200) and then just save until AMD launches their new top tier cards and see how prices shuffle around. If you want a GPU NOW you could get a RX480 8GB because they're $200ish, newer, and slightly better then the 970 (especially in DX12). It's also got tons of VRAM. Your CPU is fine I think.

From what I'm seeing it seems possible. A TN panel 144 and a 1060 is a bit over $400 and I'm fine with that. Still within budget mostly but as I said not too sure if I really even need a GPU upgrade.

480/1060 would be maybe 10% faster, that's basically a sidegrade, not an upgrade. Definitely not a "worth 200$"-upgrade.

Probably G-Sync, although looking at some of the prices of monitors that support G-Sync their pretty damn pricey. Want to have some $ left over so I guess that begs the question to anyone who thinks G-Sync is worth it. Even if it is as long as the jump to a normal 144HZ is still what people say it is w/o G-Sync I think I'll end up getting a normal 144 since I don't feel comfortable dropping that much 350+$ on a monitor to play shooters more smoothly.
