i think its r_lod and r_rootlod settings

This might be mat_filterlightmaps 0 (and another command?). Look up stabby's cfg, I'm on mobile and he has the required cvars bound to tab (they need to be set to 0 in the server for them to work)
If not it's probably nvidia inspector LOD stuff which as you've been over before doesn't work with Intel
e: nvm pyxelize is probs right

you can no longer get these, since valve changed the old viewmodels and worldmodels to c_models, in order for less graphical strain on the game.
I personally hate that they did it and wish that you could get the old viewmodels back, but this is how we live now.
