high fps but still feels laggy on new pc

I recently got a new computer with these specs:

i5-6500
Crucial Ballistix Sport LT 8GB (1 x 8GB) DDR4-2400 RAM
Sandisk SSD 120GB
EVGA GTX 1050 Ti 4GB
EVGA 450B PSU
Windows 10 64-bit

I've downloaded all the drivers necessary for my computer and then proceeded to install steam and then TF2.
Installed b4nny's config, and I get 200+ fps on mge/dm/jump servers but the game is still really laggy and feels like a drag to move my mouse through. I've tried putting an fps cap at 300 but it's still slow, I've removed the fps cap all together and it's still slow. I got 400+ frames according to net graph on a jump server and it still felt like I was back on my toaster.

I'm running the game in dx9 at 1024x768 stretched to fit my 1400x900 native resolution monitor. DVI-D is connected from my monitor (ThinkVision L197 19-inch Wide Flat Panel LCD Monitor) to my GPU. Not sure why this is happening, I've tried cowmanglia's toaster config on dx8 and the game still feels like a drag...

I'm not sure if this is a graphics card problem or if I need to tweak its settings or if it's something else.

Also, I've run cs:go and i get 200+ fps and it feels laggy as well....

do you get the same problems playing non-source engine games? Also, have you tried verifying your game cache?

Are you on borderless windowed? I had a similar problem and it fixed itself, when I switched to full screen.

Borderless Window'd on everything past Classic Theme W7 (normal W7, W8, and W10) has forced v-sync on in DWWM, so your mouse will feel like garbage.

sometimes when i get too high frames my game gets very choppy so i capped mine at 300 idk if thats the issue but maybe worth a try

With frames like those you might want to also try investing in a 144hz monitor. It'll help give your game a feeling of responsiveness.

Theres few things you can try to do, disabling dvr in xbox app, disabling unneeded services, changing nvidia settings to performance. Also try disabling HPET in bios since w10 doesnt use it as far as i know. Try using dx95 might help aswell ;s

Yes, the problem seemed it fix itself when I moved to fullscreen
