i like nfs carbon. underground 1/2. tokyo extreme racer 3?. i like carbon way better than most wanted *shrug
on console forza 4 (or whatever one) and grand turismo 2

the new nfs looks cool, but I'm never going to play it cause its online only.
motor city is probably my favorite game of them all but servers closed long ago, same for that hotwheels world game.

I was a racing fan as a kid, on PC my faves were NFS3, NFS High Stakes and both NFSU and U2, Nascar Racing 2003 and a F1 game I don't remember its name.

For the arcades Daytona USA obviously :) been playing it a lot recently on Model 2 Emulator.

Edit: Re-Volt was great too.

Burnout Revenge. I enjoyed it so much more than Paradise. The open-world racing gimmick was cool at first, but it ruined everything I loved about revenge. The different route possibilities meant that you could wind up going a completely different way from your opponents, so no takedowns. The world was designed in such a way that the quickest route was often the outermost road, which cut down on course variety. Most of the collectibles weren't fun to collect. Slowly driving up a parking garage isn't my idea of a fun racing game. Not to mention the soundtrack. Nevertheless, I've probably put more than 50 hours in Paradise and more than 150 in Revenge.
