Strange mouse delay in fullscreen?

Since I installed the new windows 10 update (a day ago), I have had this problem where my player model in fullscreen mode appears to take its time to complete my mouse movement, where if for example I move my mouse quickly for a 360, it will maybe take half a second to complete it after my mouse has stopped. But if I switch to windowed mode, the problem goes away.
I've also noticed that if I reduce the brightness, the delay goes away for about 3 seconds until it comes back, same for if I increase brightness, or alt-tab back into the game.
I have since then returned to my previous version of windows10, and tried verifying my cache, and none of my configs/settings have changed for weeks. Any advice on how to get rid of this? Cheers.

mlnsSince I installed the new windows 10 update

and thats why i disabled the windows 10 autoupdates. try changing the settings on your monitor, make sure the windows display settings havent changed

I doubt this will help but I had this problem occasionally but I removed -nod3d9ex from my launch options (dont know if it can be put into a config) and the problem went away.

Or you could try adding it lol. I'm not sure if it actually does anything but someone told me it removed some directx features

Sorry to bump this, but this is still a problem i have in fullscreen. I am fine playing in windowed, but would definitely prefer fullscreen if possible. Additional info: I use comanglia's max frames + dx8, and have tried going to different dxlevels, reinstalling the game, and verifying chache. I would describe the mouse movement as delayed and sluggish.

Have you tried reinstalling your gpu drivers? could be some obscure driver issue

Have you tried reinstalling your gpu drivers? could be some obscure driver issue

What OS? If Windows, I had to re-install my OS in order to fix some mouse issues, didn't know the following helps back then:

I turned on net_graph and noticed that my fps caps at 60 in fullscreen mode when fps_max 121 (it's fine in windowed). Vsync is disabled, but I think the problem should lie there?

Do you have Xbox Game DVR enabled? Here is how to disable it: https://support.steampowered.com/kb_article.php?ref=6239-DZCB-8600

Also, I believe there's a bug in TF2 at the moment which causes a strange FPS cap on any fps_max value but 0.

Disable W10 Game mode. It reduces input lag. If you are on Fall Creators Update, try to disable it through windows registry:
Step 1. Open the Windows registry
Step 2. Navigate to the following path: HKEY_CURRENT_USER\Software\Microsoft\GameBar
Step 3. Locate the key called “AllowAutoGameMode”
Note: If there’s no this key, create one.
Step 4. Right-click inside the right panel, select New>DWORD (32-bit) Value and rename the new value “AllowAutoGameMode”.
Step 5. To enable Game Mode, set the value to 1. To disable Game Mode in Windows 10 Creators Update, change the value to 0.
Step 6: Reboot your system

I've tried the above two solutions to the problem, but they don't work. I really appreciate the input.
The game still caps at 60fps on fullscreen unless I change my monitor brightness, to which my game will surpass 60fps and my mouse will not feel delayed for approximately 4 seconds, before reverting back to the 60fps cap (observed from net_graph 1).
