I'm not happy with my FPS in TF2 and want to increase it! Problem is, my computer is the crappiest of craptops:

Intel(R) Atom(TM) CPU Z3775 @ 1.46GHz
1.5 GHz performance rated at 1.9 GHz
2.0 GB RAM (1.89 usable)
Microsoft Windows 10 (build 14393), 32-bit
Are there any reccomended configs for my system? Any launch options I should do or console commands? Any information would be greatly appreciated!

A 4 core low power Atom running at 1.5GHz isn't going to play TF2 comfortably under any conditions.
You don't specify what "Intel(R) HD Graphics" is, but going off of the other specs, we can probably safely assume the same.
Windows itself is probably going to take up most of the 2GB of memory you have, too.
Basically, abandon all hope. Invest in something better so you can play the game comfortably.
That being said, look into Comanglia's or Mastercom's maxframes/toaster configs, alongside the No Hats mod.
