I don't know why people live in Haiti, I feel like every natural disaster hits them in some way, shape, or form.

Why does anyone live anywhere. Seriously pick your poison. If you're not dealing with Hurricanes, or Earthquakes you have droughts, tornadoes, floods, etc to deal with.
For instance your state has to deal with about as many Tornadoes as some of the Tornado Alley states, while also having to deal with Hurricanes, and being one of the lowest flattest states a lot of it is likely to end up underwater here in the next half-century why would people want to live there?
