If you're having issues with raw input on Windows 10 since the creators update, or if you have any kind of severe mouse delay, you need to update to the fall update asap. This fixes the raw input issues entirely.
Version 1709 is the one you need. You can either download this using windows update, or you can download and install it manually from the Windows site.

The update doesn't fix everything, though at least as far as raw input / mouse delays go, it seems to have fixed it for the majority of people that had this issue, myself included.

Almost is not enough because everything used to work just fine before the CU. M$ once again tried to fix something that wasn't broken.
The last build that works flawlessly is 1607 and it's going to be supported for a long time(LTSB) so there's no reason to install these "updates".
