tf2 stuttering from time to time

so this may just be tf2, but from time to time tf2 keeps dropping fps from around 250 to 0 seemingly out of nowhere. this happens for only a second.

another prime example of this happening would be in mge. i was playing endif yesterday and every time i was to die, tf2 would freeze the way i stated earlier when i was respawning.

also this happens in l4d2 from time to time but not as frequently

Have you checked the temperatures of your system/CPU/GPU? I had similar problems due to overheating.
Also try to observe task manager / resource monitor to check if there might be external programs causing high cpu usage or sth like that.

I have checked. temperatures are usually around 60 which isn't high. i am using a brand new build with barely anything on it except a few games, which increases my confusion

Same happend to me, I get sutle stutters in Valve servers but that doesnt happen on DM/MGE/ 6s servers

Personnally, rolling back to version 1703 of Windows 10 fixed it for the most part (assuming you're also using W10), although I still get some stutters in valve casuals from time to time.
