I want to buy a good gaming laptop between $500-$1000
The main aspect I want is that it can run tf2 in dx9 in a medium quality-ish so I don't have to use stuff like clean tf2 and toaster configs to try and run my game on the laptop that I have right now
I also want to be able to start streaming with a laptop that can at least stream at around 480p, although that's not really necessary. Main thing is that I just want to run tf2 on decent settings and not have to use toaster settings.

as long as it has a dedicated graphics card and a semi-recent intel it will give you great frames

For TF2, often yes for the same price. Especially if you can build your own PC or select parts. Since its a much more CPU-heavy game you can spend more on the processor and less on the graphics card. I see that a lot of "gaming laptops" (especially budget ones) save on processing power but have a more powerful graphics card.
