TF2 now defaults to the Opus voice codec, which performs almost identically to Mumble and Discord. But with in game voice, you lose a lot of control over other voices, such as volume. It's viable for pugs and matchmaking, but most people will still prefer Mumble.

Valve– Added a voice_player_volume console command which can be used to adjust voice volume on a per-player basis.
