it's at 300. I've tried changing it to 0 ingame but it didn't work but I guess I could launch it with as 0.

I double checked last night to make sure vsync was off ingame and it is.
I run dx9 but dx8 and dx9 don't change my fps. I also use the comp preset for mastercomfig if that gives more info.
edit: I switched it to 300 and I now get 100-150 fps. I am so confused because it rarely goes above 250 fps on mge so I don't know why 300 would cap it at 60...

If you have any graphics software, check to see if it's limiting your fps in games. It's an option in nvidia experience and similar programs.
you prolly have "Triple buffer" or other form of vsync enabled in the driver software
EoNIs your laptop plugged into the power
this is most likely it, when i played on a laptop i had it unplugged one day without knowing and i was playing at like 60 fps and it wouldn’t go above 60. Couldn't figure out why and i ended up leaving the pug i got picked for cause i didnt want to play with 60 fps. when i figured out it wasnt plugged in, i plugged it in and my fps instantly went to like 160 or so like usual
