DXlevel 95 with dx8 graphics, sniper scope?

Basically title says it all, i'm using dx9 and i want dx8 graphics. I'm currently using the commands listed below. It still doesn't look about right. Is there anything else I'm missing? and another thing that really bugs me about using dx9 is the sniper's scope gloss. Is there any command to get rid of the gloss?

mat_hdr_level 0
r_ambientboost 0
r_rimlight 0

EDIT: Ignore the sniper scope part, Mak told me i couldn't get rid of it.

dx9 is more optimized and can possibly give better performance (in terms of consistency)

I've used dx8 for the longest time in tf2. I honestly don't know what has changed, but dx80 gives me white flickering, and 81 gives me game stutters for unknown reasons.

videocard manufacturers have dropped support for dx8 in drivers so you'd have to revert to old ones to get full support
