This happens in mge alot to certain players and sometimes in games too, there is always this one scout who has good ping but teleports and jitters around alot, only i can see it, they are still hittable, but very very annoying to look at. I think it has something to do with my net settings but which setting would it be. Do you guys know what im talking about, is there anything i can do to stop it?

afaik that happens when they are connected to wifi. This happens to me whenever I visit my parents and connect my laptop to their wifi and play. Might of course be something else as well, but thats the case from my pov...
I was playing scout in mge yesterday, somebody was insulting me telling me to fix my internet. They were telling me that on their end I appeared to be have choppy movement, exactly as you describe.

I was connected to ethernet however when this occurred.
stop telling me im laggy i cant change that thanks :D
am one of those ping scouts, switched routers, internet cables, made sure wifi, windows update or any other downloads in my PC were off, contacted ISP and the problem is not from there or the cables in the streets, reinstalled TF2, checked if it was my config, etc etc
it doesn't happen on any other game so my guess is that it's TF2 that's buggy

I remember when Ash went final form Nightcrawler on 20b during a Razer cup and TSC didn't care so he received the title of worst admin ever (he also banned shields in pugchamp)
It's kind of weird that most of the time you see this happen it's on scout's and rarely on other classes

would you play any other class if you had bad ping

This issue is interesting because not only does having poor internet ruin the game for the person playing, but with buggy movement and teleporting, it can actually ruin the game for others as well. Those who aren't as privileged financially/location-wise will relate to the struggle of being constantly ridiculed for having poor internet, and being able to do nothing about it.
A message to those who live in chicago/la; please dont bully everyone else just because we cannot afford to live somewhere with decent internet. Elitism ruins everything. You must always remember that most of TF2's playerbase is juarez.gonzales.2002 who has 200+ ping constantly. Even though those players might not be fun or challenging to face, they are still the reason why TF2 has enough people playing it to keep the top level competitive scene alive.
