fps_capped at 33 with fps

when i enter a server in tf2 my fps get capped to 33, i went to my config and i have the command fps_max on 0
this is my config plz help

fps_max 132 in autoexec.cfg
not sure about the 33fps but fps_max 0 is nowhere to be seen either
