When I stream, I have a really unstable ping, often between 70 and 300ms. I use ffsplit, and my settings are:
Video Bit Rate: 768 kbps
Video Encode Preset: Default
Resolution: 576x360
Frame Rate: 30fps
Audio Bit Rate: 128 kbps
Audio Channels: Stereo
I have 12 Mbps download, 1.5 upload. I only have TF2, Mumble, ffsplit, IRC, and Chrome open while streaming. Am I doing something wrong or is it my internet?

probably your internet
ive never used ffsplit though

the only obvious solution is to lower your streaming bitrate so that it hogs your internet less
I mean yeah it's pretty low already but since it makes it unstable that probably means your bandwidth is being squeezed somewhere, check other computers in the house if they're down/uploading a lot and make sure you're not running anything else that's bandwidth intensive

ffsplit also gave me bad ping
ffsplit also gave me bad ping
whenever i would go too high on my bitrate using ffsplit i would get an unstable ping. Just lower it until it stops happening

Is there a reason to use ffsplit over xsplit?

Yeah I am having some what of the same issue, yet I use xsplit. I also have 20 down, and 1.5 up. I lowered my resolution down to 768x432. My next idea is to lower my bitrate soon (via unf's suggestion), from 1000 to 700. Hopefully, my stream will soon look good and I can still play the game without constantly loosing frames. I will keep looking at this tread for other future suggestions.
If you find a good fix hookey, please post. :)

Wow this just seems very creepy to me. I don't know why. :\
And since you're here, can you tell us all why there are no Chicago servers? That would be great for all of us who live in the upper Midwest.

Fixed it by lowering my bitrate to 500. Ping is slightly higher than normal, but it's fairly stable.
Edit: maybe not
