Same thing started happening to me around a week and a half ago. Terrible freezes I have never encountered for all the years of gaming. I didn't bother to fix it because I don't really play a lot recently, but then I got timed out after joining and got "An issue with your computer" shortly after.
Not sure what did it for me, but I updated windows, verified TF2 cache, repaired steam, /sfc scannow and then the problem went away. Not sure if related, but freezes are also gone now.

I don’t know if everything refers to ingame/monitor spikes or soley internet spikes, but for ingame/monitor freezes every 3 seconda I just updated my graphics driver and close your web browsers; for me it was chrome that was soley causing the freezes

I don't know if it's related but I think I've been hearing of people getting issues with snd_mixahead lately. What's your value? Try setting it to the default (0.1).

Are you on WiFi? Run a trace with WinMTR to the gameserver IP for 10 minutes and show the results.

I noticed several of my teammates and players we scrim against have been having issues with NFO servers in Chicago that seems to randomly come and go. Idk if that's necessarily what's going on with you but something is definitely not going well for getting to servers in chicago.

now that you mention it, I think it has something to do with the server. Some server are really smooth like my friend's server / pugchamp has really little freezes for me but when I play faceit or random serveme all hell breaks loose... Its probably my ISP or people on the same network cable idk.. I'll live with it
