So I recently learned how to ctap, but i dont know then i should do it.
Should i do it at every opportunity i get?
Should i only use it to get to some map positions?
Or something else?

unless you can do it every time super reliably:
dont do it when youre under pressure from enemies
dont do it when a normal jump is good enough
ctaps are generally really good for bombs or jumps that require a floor jump then a wall jump since the extra height/speed means u get further or move faster
its a good skill to have for the specific times its useful, but its not really a gamechanger for 99% of tf2

I think you should ctap as often as possible. No reason not to. If you fail you just need more practice (which you get by trying it as often as possible).
getting to 100% ctap reliability is not very hard to do so when you reach that point you should do it every time. one exception is when you need to jump immediately and can't afford to wait the 150ms but that should be rare.
Bind duck to mouse2 and you can perfect ctaps in 15 minutes
Do ctaps take more health than normal jumps? I haven't played in a while.
some lasts pwn you for ctapping. gully last has lamps with collision and u can jump into weird parts of the roof on badlands last. I’d say use it everywhere youre not going to hit ur head :)
also ctapping costs more health, i think its like 19-22hp with gunboats on
