Ah. TF2 is mainly CPU-based, because CPUs were projected to continue growing in performance in ≥2010 back in the 2000s (obviously they were way off; GPUs are what continued to grow in performance). So naturally TF2 is going to spike up in CPU usage.
You can try to reduce CPU usage by trying out mastercomfig and setting lower priorities, but the increased CPU time of TF2 won't be harmful unless if it is constant CPU usage.

this has nothing to do with bad and bloated coding, the fact is the game runs on an engine first released in 2004, when people were still running pentium 4s or athlon 64s, with a single core. the engine has not been made modern to take full advantage of the processing power of new computers all the while the game has gotten significant amount of content added, some of which i imagine is very high poly count because it has been made in recent times.
nevermind the fact that sure, hardware has gotten faster, but ALL software has gotten more demanding, not just your 14 year old game. steam now basically has an embedded browser for the library and chat display. you just don't know what you're talking about
Even still bad code can hurt the perceived performance (like in drivers, games, OS) etc. These days integrated GPUs does ok enough for some gamers to get by, and they're underestimated.
Example: Traversing the entire container on each iteration (bad, slow), instead of incrementally operating on the container each iteration (good, fast). I made this mistake (and also forgot to use sleep()) in my generator, which caused CPU Usage to spike to nearly 100% when using it. I correct that mistake and now it gets stuff done quickly.
TL;DR Never underestimate the impact of bad code.
ngl A TF2 player in an isekai is a pretty good idea. The mechanics of TF2 would alleviate the feeling of bullshit in most isekais.
For starters what is your game environment (mods, OS, hardware, options, etc.)? Have you performed a clean install?
What priority does the game process use? It should not be at or above high priority.

angelok so ignoring that speed on medic is a bit silly why does it break when you go over the max speed the bar can show and why is that speed way too low im getting graphical glitches from hitting terminal velocity like ive never seen a crosshair glitch out like this

Well hey some people simply have bad senses of time and position (usually people with ADHD), so it may be helpful for those people. Also our approximations of in game speed aren't always accurate.
Likewise it might be useful for some people (maybe me) to display health in their crosshair, since they can't easily peek at their health or count their health mentally without losing focus on fights.
(At this point though I think I just want excuses to use proxies 24/7. lol)

The medic crosshair VTF file is composed of 25 frames, each of which has a green bar of varying length with the 0th (or 1st?) frame having no green bar at all, and the last frame having the green bar reach the edge.
Yes you can change the position of the green bars; just export the VTF file as raw image files and reposition the green bars; in fact I can do this myself if there is need for it.

If you mean how to recolor the green bar to a static color, then simply extract the images out of the VTF image and recolor the green bar for each (yes...each) frame.
If you mean how to recolor the greenbar dynamically, then it gets complicated.
