Since yesterday when I try to change the map within 90s(?) of the match ending, I cannot change the map anymore, and console provides the following:
***WARNING*** Map change blocked. HLTV is broadcasting and has not caught up to the last major game event yet.
You can disable this check by setting the value of the server convar "tv_delaymapchange_protect" to 0.
Even if I enter that command, with or without rcon, with or without " or some combination, it just doesn't work. My rcon is definitely correct, because it DOES work after 90s have passed.
Anyone encounter this problem before and know how to fix it?

I said this to another admin before - ETF2L has to make a call on the whitelist before the signups close. It's actually super weird to sign up for a competition where you don't know the rules yet. I don't think that announcement will propel you into super high signup numbers, but it'll help you in the mid run - no matter where you decide to take the whitelist.
I am admittedly not well informed about when the other leagues start their season, but ETF2L is likely to be the first one, and everyone's waiting for a 'decision' to be made. Grow a spine already!

You do the rollout, hit R to be back in spawn, hit T for buffs and go for it again. Needs to be two different buttons because there's a slight delay between respawning and being able to get the buff. 175HP is realistic for demo, change for other classes.
This will put you back in spawn, at the actual round start. It's good for practicing actual rollouts, but not so much for doing a specific section over and over again. Use the setpos option as linked by tnm for the latter.
Have your teammates support you. It's so much easier to not tilt when you have buddies there, holding your virtual hand, pushing you to be a better person, while also accepting the occasional failure.
Also, have fun. Hard to tilt when you're busy laughing!

SpaceCadetI was speaking to the larger issue of encouraging newer players to use voice comms in a competitive setting. IMO, if the goal is to get more people into comp, it would be good to encourage using voice comms via one system or another be it in-game or external. Right now, there is nothing in place.
The easiest way to encourage people to use ingame voice comms is to lead by example.
