If it serves any purpose, it'd be to cushion the HDD. If something's overheating in your computer, I doubt it'd be the hard drive; you'd notice more read/write errors than anything. You could always check the S.M.A.R.T. data to see the maximum recorded temperature of the drive (drives do overheat, just it's less common).
As far as the other components, I think it's best if you downloaded coretemp and msi afterburner to check your CPU/GPU temps. Most likely if you're having an issue with overheating, it's one of those two components you should watch out for, because generally speaking, hard drives tend not to get that hot.

Yeah your best bet is the compressed air. Happens to my sensei every now and again. It's worse if your mouse feet are thin.
