She meant BP as "base power," meaning that thunder/blizzard/fb/hurricane went from 120 base power down to 110.
Weather effects used to last endlessly if they were sent out via abilities (like drought) unless another pokemon cancelled it with its own weather ability
Frost breath is an ice move with 60 base power that has guaranteed crits (unless the other pokemon has an abilitiy that prevents that)
