Probably running through a terrible rescaler/rescaler doesn't deal well with 768->864 (8->9) upscaling.

ive been playing with 1024 * 768 res for the longest time, and i actually kinda enjoy it. but, i noticed the refresh rate on that feels like 60 and not what it should be (should be120hz but feels like 60hz). i tested a res that my monitor res is, which is 1152 * 864. and the refresh rate on that felt smoother and not as choppy. but at the same time, i like my 1024*768 res. is there any reason why my 1024*768 res feels like 60hz (when it should be 120) and why it's choppy af? and how can i fix it?
