You definitely do try to stay alive a lot, which is generally good. I seen some bits where you do long range scattergun fighting dealing really small damage, although it is dangerous to get close to a huntsman sniper or pyro, if you can hit your shots well and back up at the right times you can get some kills. As a scout being fast vs your enemies before they can react fast enough and dishing that close range damage would be pretty sweet.

Valve is trying to nerf the stickybomb so peoples don't M1-M2 it, and removing the sticky charge would be horrible and useless in many ways.
While they're at it change Pyro's usual routine of weapon quickswitching for them crits.

I wouldn't mind maybe nerfing the sticky dmg by 10 or 20 but the 2 second thing just seems silly.
I don't think Valve should make a change this specific, cause I wonder if a new player joins TF2, and keeps detting his stickies before 2 seconds, he'll think oh god stickies suck, this class sucks. Might not easily find out about the 2 second rule or whatever.
