I think you'd have to be at least moderately delusional to look at Valve's ongoing response (or more appropriately, lack thereof) towards the competitive TF2 scene and imagine them ever throwing us a bone. Even when Sal and eXtine literally went and sat down with the team to discuss the scene, the most that ever came of that discussion were some half-assed pick-ban pugs in yet another attempt to impress their flawed idea of translating pub play into a competitive format. If there ever comes a time when the idea of competitive TF2 is seriously entertained by sponsors, the effort will not be led by Valve.

they're virtually impossible to overdose on, no physically addictive properties, is not checked in any standard drug test, "life-ruining" is a really blanket assumption to make, because for many it is "life-saving" or "life changing". as with anything else, personal responsibility and knowledge are important.
Ideally true, although like any drug, there are incredibly dangerous imitations on the street that have much lower LD50 levels.

I'm going to get a new phone soon and when I do, it'll be an unlocked android phone on an prepaid carrier. I don't know if Canada has any decent prepaid carriers, but it's definitely worth looking into.

An amp would blow him way over budget. You'd be better off getting active monitors (with an amp built in).
Do you really want surround sound for music though? Like 99.9% of music is mastered to 2 channels, so you'd probably be better off just getting a nicer stereo system.
I suggest a refurbished iPad with a keyboard case. Perfect for her use cases and guaranteed to never get viruses, and you won't get stuck playing tech support for some bargain basement Windows 8 notebook.
If you're in an emergency situation near groups of people and need someone to call the cops, don't say "Someone call the cops!", because I guarantee almost no one will. Instead, single a person out, and say "Hey you, call the cops!" and they will be much more inclined to help you. I don't remember where I read this, but it seems like sound advice for breaking the crowd mentality of nobody wanting to take responsibility.
