- No off-classing to mid
- Any intentional throwing will get you kicked out of the tournament and you will be replaced.
- You cannot continue to off-class after a stalemate/hold. Once your team is taking back your own point(s), you must switch back to your set class.
- You may not switch classes with someone else during a game in the tournament. However, if you and another player decide to switch classes/roles between games, that must be agreed upon between all of your team.

Just make the opposing team punish them.SmesiDue to the small size of the tournament, teams will be created randomly with admin influence.Since teams will be newly formed, they probably won't have the coordination to deal swiftly and effectively with Snipers and other offclasses. Also, the tournament is promoting a PUG group, so they probably want players to enjoy an environment similar to what may be found in Panda Pugs. And teams would get screwed over if they didn't get a good Sniper placed on their team.
those pug rules should not be there for the reasons you stated, they should be there to prevent people from screwing their own team over by being less competitive.
banning a class in a specific situation in a TOURNAMENT is so retarded, the only rule that makes sense is:

which serves the purpose of all the other rules incase someone is not doing well when offclassing and yet continues to do so, which could be considered as inentional throwing, but if they are doing well you should let them offclass if their own team is ok with it
