If you want to add me I played like 2k hours on a 1.7ghz notebook and I can give you some laptop optimization tips.
Most important:
-If its an iGPU (integrated gfx) resolution with dramatically affect FPS. Lower resolutions and a smaller aspect ratio might help even if it has a gfx card.
-I found messing with mat_specular, mat_trilinear, mat_filterlightmaps, and mat_filtertextures often work bizarrely on laptops and may have to be used in exclusion of one another
-If you have a gfx card you could try using the LOD bias registry tweak. Attempt at your own risk. Idk how this works on laptops and couldn't tell you if it's stable or where the UMD folder is:
