Honestly if it was on a modern engine and could actually use the GPU and more than 3 cores these kinds of effects would be relatively easy to implement without a murderous FPS hit. The problem is Source is a 14 year old engine based on a 21 year old engine that based on a 23 year old game engine and suffers from pretty much the same issues as Bethesda's creation engine when utilizing modern hardware. TF2 can't even get my Vega 56 to boost to full clocks while utilizing like 13% of my CPU.

TBH most of these maps look way better than the original.
This is pretty much exactly what I would want visually from a TF2 reboot.

All of those games are old enough or low enough spec that it doesn't really matter what card in this tier you get.

That would depend on the settings used and the game. Having a bottleneck isnt that big of a deal. Just gives you a clear upgrade path for your next part.
Personally i would go the Ryzen 5 3600/ Vega 56 route. Should be able to squeeze that into the budget.

Ray Tracing is a meme and you should not buy an RTX card with the expectation of being able to do meme tracing at a acceptable frame rate even a year from now.

Get one of the lower budget AIB RX 5700 XTs. They sit between the 2080 and 2060 super depending on the game and sell for 2060 super prices.

The Sapphire Pulse or the Powercolor Red Dragon XT RX 5700 XT looks like the best value new cards on the market right now. The Gigabyte one is also supposedly decent. Avoid Asus and XFX.
If you are willing to go used and do some tweaking Vega 56 can be found on ebay for only $200. Many of the reference cards can take a Vega 64 bios and with a conservative mem OC/undervolt you are looking at 2060 super tier performance.

I think you turbo nerds are overcomplicating things that don't need to be. Back in my day we rented a fire hall, grabbed a few 24 port switches and it was just as fun as any "modern esports event" i have been to. We are not a big esport and the sooner we get over that and just start having fun with it the better off we will all be.
