If you're using a discrete GPU you need to plug everything into that GPU. The connections on the mobo only lead to the integrated GPU. The 3600 doesn't have one so it will not work.
GPUs also come with 4-6 outputs, so it's really not that hard to find one with 2 HDMI ports.

No mobo change would be required either way, so the 3600 would be better.
The GPU market should change a bit in the next few months so maybe that'll free up enough of the budget to get a 3600.

Yeah, the slim cooler doesn't make much sense, it's not any better than the non-slim Pure Rock, which is cheaper. The options are a bit limited though so it might make sense to keep the stock cooler and buy the cooler separately.

Technically possible, very much not recommended. Your options are Skylake/Kaby Lake with either a trash mobo or an overpriced mediocre mobo that support DDR3. If you can find them that is. We're talking about 2015/16 hardware. If you want a decent mobo you'd have to dig up 2014 and older hardware.

Also the mismatched sticks prevent it from running in dual channel mode, which isn't ideal.

In Witcher 3 a 960 would get around 60 fps on low. Not consant, just average. That means 1% drops to 50 and 0.1% drops to 40, but that's just how it is. That's a game from 2015 so I think it's safe to say that you're not going to get 60 fps in a game released at least 5 years later.

Should be very doable with 600$. We'll have to wait for the release and benchmarks but even a 3600 (6 cores/12 threads) for 200$ might get you good enough streaming performance. Another 200$ for mobo + RAM and you'd have enough left for other upgrades. Worst case you can max out the budget and throw an overclocked 3700X/3800X at it. 8 cores should do the trick.

When will you have the money? If this is a "in 3 months" kinda thing then there's no point in planning the specifics yet.
Like I said though if it's just for TF2 and performance in everything else is irrelevant you won't need 1200€.
Or are peripherals like a 144 Hz monitor counting towards the budget too?

Unless you're going to run TF2 in 16K with 64x SSAA any DX8 compatible toaster is good enough GPU-wise.
You will need new RAM though for a new CPU + mobo.

Yes.
Obviously you're not going to be able to overclock a 12 or 16 core with a <100$ mobo, but for a budget build with a 4-6 core CPU or even 8 cores if you don't need that much of an overclock it should be fine.

To be honest if it's just for TF2 and you're getting a 970 you shouldn't need anywhere near 1200€.

If mercs count as unrostered players that effectively bans mercing. You can't even allow your subs to merc for another team in case you need them.

crib_For that matter, why does this supposed “LAN” have to be playoff restricted? What if there’s a lot of contention for the 4th place, and the 5th place teams book their non-refundable tickets well in advance but miss out because of the RGL points system? What if Se7en wants to attend the LAN? The best course of action to me seems to be to push back the first season of RGL and separate the LAN from the season to avoid scheduling issues. But this should ultimately be left in the hands of the community and the people that it affects.

I don't think the NACL staff can tell you how the RGL LAN is supposed to work.

@tsc: I don't think anyone is blaming you for this.

Also friendly reminder that RGL was founded to promote different rulesets and formats, not to preserve 6s. Betting on RGL to prevent a fracturing of the TF2 scene is making the fox guard the henhouse.
I mean sigafoo did listen to feedback, but if the one thing everyone could at least somewhat agree on, the global whitelist, unlike pretty much everything else like league format, maps and timelimits, was to be thrown out of the window it's clear where he wants to go with this.
It's like putting Iran in charge of enforcing the nuclear non-proliferation treaty. It might work, but I really wouldn't recommend it if there's any other option.

I know NA is obsessed with having a paid league and endured all the shit ESEA pulled to keep it but at this point you might have to sacrifice something. What's more important, having a 6s league that will stay a 6s league with the rules you want even if it's free (you can still donate what you would've paid in fees to the prizepool) or having a paid league that may or may not force unpopular ruleset changes, just for the sake of having a paid league? I mean what's the downside of the free league?

I just don't see any advantage to RGL over NACL other than sigafoo throwing money at it. But that's neither guaranteed in the long term nor would I trust his motives (see early announcement and season start). He who pays the piper calls the tune. And I don't think he wants the tune you want.

navewindreyour cl_interp value must be a multiply of the server interval per tick (approx.0.01516 for tf2, rounded up) or your cl_interp_ratio / 66 must exceed (or be equal to) your cl_interp.

Afaik it's actually 66.67 tickrate because ticks are exactly 15 ms. Which makes it even more retarded since cmd/updaterate 66 aren't quite correct either. 30.3 is still better than 33 though.
