You're not going to be able to find the "correct" equation, but the graph somewhat resembles a (negative) quartic graph so you could stick coordinates on the graph into a system of equations to get coefficients. Maybe.

Alternatively it may be possible to simply copy game files yourself to a new directory then copy them back. I've had mixed success with that in the past (and never tried the above solution, so I don't know whether it works well).
Edit: This is assuming you have to reinstall, I don't know if that's the case.
Check Event Viewer and see if there's any events logged.
Until this thread I knew nothing about figsy. After reading some pastebins (POST YOUR PASTEBINS AS FUCKING UNLISTED PEOPLE) I feel I know entirely too much about figsy.
I run on max quality without ragdolls etc. with about 120-150 fps in busy pub action on a i5-3570k. Using dx9frames gets me to 800fps looking at walls and 180-200fps in pub action.
Must be something weird going on.
