The OP question is completely subjective and has no real answer. How do you define "a bad person"? Can someone be a bad person if they "think" a certain way? Can someone be a bad person if they "believe" something different that does not follow the crowd? I can go on and on because you can ask 100 different people and get a different answer each time. There are also different degrees to that answer you need to take into account, for example this saying:
"Kill one man, and you are a murderer. Kill millions of men, and you are a conqueror. Kill them all, and you are a god."
You start off as a "bad" person (murderer) but turn that up a few notches and you become what most people think is a "good" or even "great" person (Conquering Hero). Obviously that saying deals with death specifically but it could just as easily fit with the "racist" label. The point is just how subjective any answer to your question can be. There is no right answer except the answer you make for yourself. So I ask once again, how do you define "a bad person"?
Once you personally define that, understand that other people will have a totally different definition. Then you can determine if someone you view as "racist" is a "bad person" according to your criteria.
