SizzlingCalamariNo textures are missing, just reflection cubemaps for the water. The map maker needs to add an env_cubemap for each water surface and generate the corresponding cubemaps for it.
Or it's also possible that the mapper did add an env_cubemap for each water surface, but forgot to generate them. In that case, you can try opening up the map on a local server and typing 'buildcubemaps' in console.
In my opinion it's really not worth it to try to buildcubemaps because you won't be able to play this map on public jump servers (you'll get a "your map differs from the server's" error).
If you want to do this anyway, keep in mind that you first have to type mat_specular 0 into console so you don't bake the purple and black missing reflection texture into your cubemaps.

That would require sourcemod, which I have no experience with. But yes, this does sound possible.
CabinetPlayed the map earlier 3v3 and it was really fun, a couple things I thought were worth mentioning is the water in the middle of the map. It seems a bit much as you can go pretty much anywhere you want on the map from there, might be cool if it was deep enough to slide though, just a thought. Also, I think the lowest basket should be a bit higher up.
If the intel carrier dies in slideable water, the intel automatically goes to the bottom of the pool and people have to jump into the water without holding jump to get it. This plus the pool being surrounded with high ground plus the extra damage from water rocket jumps makes the game stagnate because everyone dives the intel and dies--at least, that's what I've experienced from my own testing. The water is pretty strong, but a lot of the jumps can also be denied by sitting in on the high ground in front of the hoops. I'm unsure as to whether or not I actually want to remove the water as well as what I should replace the water with if I were to do so.
guyystSo we played it 3vs3, it was pretty fun. The only thing i can say is that the walls with the baskets should be solid to rockets.
The problem with this that I found was that if you're strafing around behind the hoop it's really easy and frustrating to get wallshot. Also it makes it easier to get to the top hoop.
However, it is fun to jump around off the wall.
