1. What monitor do you have?
2. What video card do you have?
3. Are you running the latest drivers for it?
Most CRT's only do 120hz at lower resolutions.

They are the same monitor :)
I'm SORRY!!! I meant so say make sure you set it to:
mat_queue_mode -1
:(
CPU-Z Doesn't hurt: http://www.cpuid.com/softwares/cpu-z.html
You can also press Winkey+Pausebreak.
Make sure you have the convar mat_queue_mode 0 (EDIT NOT 0, -1!) set.
Check and see if you can install new Graphics drivers: http://support.amd.com/us/gpudownload/windows/Pages/radeonmob_win7-64.aspx#1
I think the people talking about checking the graphics switching settings are on track.
Have you tried combinations of ALT+TAB?
After you've ended hl2.exe does the Friends window show you as in game still?
I like Windows 8 more.
Task manager alone makes it worth it.
It's built into the Steam Beta http://www.rockpapershotgun.com/2012/09/11/finally-an-in-built-way-to-choose-steam-install-locations/

I have an assortment of POV demos from the ESEA S10 LAN. To figure out what match it was take the number on the pov demo and append it to this address:

ESEA S10 and S11 STV Demo Packs can be found below. I will be making one of these for the S12 lan after demos are available.

Do a tracert to one of the game server ip's you use.
It's generally better to look at the per minute stats, those those are often messed up due to the stats not always being accurate.
