Your cmdrate and updaterate will either be 66 or limited to your current fps. You do not need to worry about these settings (other than having them set to 66).

Also it's a DVI to VGA converter. The video card is providing the source of the signal and convention is to list the starting signal before the ending signal.
That said that converter should have no problems running at any resolution/refresh rate supported by your or any other VGA monitor.

You should be able to use any of those resolutions and refresh rates.
Nothing is listed as supporting over 85Hz. This could be incorrect but you will have to test it.
All supported modes are generally listed when configuring the monitor.
