This is the right thing to do, you can torrent and game at the same time.
Steps:
1. Do a speedtest.net
2. Set uTorrent (or whatever client) to 80% of the max speed.
So long as the torrenting isn't taking up ALL the bandwidth pings shouldn't spike.

If you have 1080p put that in your launch options.
TF2 servers are only accessible on one port.
This is typically 27015 (but can be changed for a given server). The dedicated only listens for connections on this port.
Now if you are interested in what ports are being used during gameplay you can use wireshark and inspect the packets being sent to the tf2 server: http://www.wireshark.org/
It's also possible that the server listens on 27015 but actually communicates to each client on a different port. Wireshark would show you this.
You didnt read it fully, the cheats were phoning servers to verify the cheats weren't themselves hacked. Those servers were not accessible as websites so the only people who would have them in the DNS cache were people who actually used the program...

Since the plugin now does demo recording I removed Sourcemod's "Matchrecorder" plugin, I don't know if SS would work with it installed, so make note of this server operators.

Make sure there's no dust in the fans. Blow them out!
Elevate the back of the laptop to free up the airways more (normally the built in standoffs only give a teensy bit of breathing room).
Use one of those stupid cooling pads with large fans on them to increase the airflow under the system.
Open up the system and replace the stock thermal paste with something better!
Set an FPS_MAX so you're not wasting CPU cycles when you don't need to (won't help if your framerate drops below the FPS_MAX)

I guess it used to be cl_rate but the cl_ was removed.
Setting -high should also set TF2's priority.
I doubt it will help anything, and may even make things worse. You have plenty of CPU power available so it's not like TF2 is fighting other processes for the CPU. Often priority settings also mess with the other processes that an application integrates with. You should not need to set high priority.
What temperature is your system getting up to while gaming? You can use HWMonitor to check these.
Have you tried (backing maps/configs/demos up first) deleting (or renaming) the "Team Fortress 2" folder in the common steam files? (This will cause steam to re-generate them)
Do you have the laptop set to "High Performance" in the power options? (EDIT I looked at your first picture haha)
Do you have the video card enabled (often Nvidia's Optimus lets you switch between integrated and your actual gpu).
Do you have an updated Nvidia driver? The latest for you looks to be 331.82 from here:

Rate controls how fast the server can send you information in bytes per second. It should only cause issues if is faster than your download speed.
