To give a bit more of an explanation:
The same files used for VTF crosshairs are the ones used for changing weapons' explosion particles. If you have VTF crosshairs installed for a rocket launcher and a seperate file for smaller explosions those are the same file so only one will be used.
This is why cfg.tf allows you to choose explosion particles when making a crosshair pack.
If you want to combine them manually just open the txt files in notepad and combine.
//buckets somewhere at the start are the explosions
//crosshairs somewhere at the bottom are the VTF crosshairs
replace //buckets in the txt file for crosshairs, save, remove duplicate file, restart tf2

The poster was never added to the official map, maybe snakes were there at one point but they haven't been in recent years. Same thing with the cheese iirc. Valve is against using those custom models in official maps for some reason. Probably has something to do with legal issues, but idk the details

couple of things, but main thing is:
Make the VTF 2048x2048. The dimensions need to be a power of 2. examples 4x4, 32x32, 64x64 (64x32 would also work afaik)
The dimensions in the text file can be whatever, but I recommend just centering the 1920x1080 image on a 2048x2048 canvas and making it a VTF, then using 2048 for width and height in the text file as well. Keeps things simple
As for your VTF flags I recommend also selecting "No Minimum Mipmap" underneath "No Level of Detail". I don't actually remember what it affects but I've always had it selected so no harm done if you do
I also recommend the first flag "Point Sample" for this particular crosshair since this will remove a tiny bit of remaining blur. I recommend using point sample for crosshairs like crosses and such, though it is not required at all for them to work nor is the tiny blur a big deal. Most people won't even notice the difference

The language barrier can be bigger than you think. An example being that a lot of EU mixes tend to be people from the same nationality because they don't want to comm English. And for many of them that's their only practise in comp tf2 outside of officials/scrims (which is also often on teams that do not comm English. Many stick together even if it means not improving as fast or being limited to a small player pool to pick from)
Only reason I'm on a team this season is because I got introduced to the Dutch mix circlejerk. Not that I mind the comm language, but there was a relatively large demand for Dutch mixes which I was unaware of before. They all can comm English very well, but avoid mixing with non-dutch speaking players unless there's no other way. Very often we mix against Finnish only, Russian only, etc mixes because they'd just rather comm in their own language

This is based on your experience talking to those who can, but in reality a decent chunk of players does not. You just don't notice it because they're actively avoiding having to talk English so you never get in contact with them

Org has history of making sexist comments and being toxic towards female players.
One of the toxic players gets cut.
The cut player (Colluge) and a teammate (Punisher) use Punisher's alt (ellie).
They then use this alt to alternate queueing with a "girl gamer" to make it appear as if they're not toxic anymore.
They had a 17 year old girl sit next to Punisher when he played so she could talk.
