I was under the impression that Valve broke the last damage done indicators staying on-screen in a patch, and we're still waiting on a fix. Been using Brosel, omp, and DeliHUD.

There's something in the marketing of gaming products that makes me somewhat embarrassed to say I own a piece of gaming equipment, even though it may be a solid product.
How about an account option like "hide frags" or "hide frags until mouseover"? For some people, the frag system is like a big party and they're probably not invited, so giving people the option to not even see the invitation seems all right.
Unless there's a pause or stalemate, I can't see the polls being super effective. As lights says, it's pretty fast-paced. The polls would become stalemate indicators.
I'm scratching my head trying to think of a way to deploy a poll effectively mid-action. DM-based stuff is right out, since people can get near instagibbed sometimes. As for tactics, unless the casters know for sure what strategy a team is trying, the poll might become void seconds after it's displayed. I suppose we could flash a "who will win mid?" during the rollout, but that's literally the only thing the casters talk about anyway so it'd seem redundant.
It's an interesting tool for sure, but trying to figure out what to do with it will take some brainstorming.

And, uh, this may be a stretch, but if you attend a postsecondary institution, check if you have access to MSDN. Sometimes they don't make it clear to their students or don't tell you at all unless you go looking. You may be able to grab a legitimate copy of Windows for free if your college/university grants you access.

If that's true, and the DR no longer drops a friendly ragdoll, I suppose it would only get the people with ragdolls and gibs disabled.

Instead of trying to improve class weaknesses by altering playstyles, in competitive, players tend to use each other's strengths to cover weaknesses since teamwork is readily available. So they naturally play roles that they are very good at. Because there are so many players in HL, most roles are covered by a player already, making some playstyles redundant.
Not that you won't get the oddly-successful play or two out of a strange playstyle, but people tend to prefer reliability.
On an off-topic note, the -frag brigade should consider leaving people who ask honest questions alone.
