It's probably not your pc, check what the breaker is rated and how much you're pulling, it might be that more than one room is on the same one (not likely though). For comparison I have my PC, CRT, AC, guitar amplifier, LCD, and lights all on a 20a breaker with no problems. Assuming you have a 650W PSU, your computer is probably only pulling ~5.5a at full load.

For NA it's more like this:
Scrim: Teams, outside of a league
Mix/pug: 12 people, captains pick teams, through irc
Inhouse pug: Same as above, not through irc
Pugscrim: Get 6 people, play against actual teams
Mix and pug often refer to #tf2mix and #tf2.pug.na respectively, mix is used exclusively for the irc.

This has all of the model and texture files from tf2_misc_dir.vpk for the w and v models of the scattergun and rocket launcher. The models I got from root/models/weapons, and the textures from root/materials/models/weapons; I found no .vtf textures.

LKincheloeApparently the BASE Jumper is causing client crashes according to UGC, maybe the source of recent problems in pug.na on Dallas 1?
The pugna servers have been having some issues since before the update, I wouldn't be surprised if it had nothing to do with the update.
Three soldiers
I played a couple of pugs with the parachute on soldier last night, it did not seem OP.
It simply doesn't work anywhere near scouts, they can easily kill you before you get anything. Against soldiers/demos, however, it allows for the expected stupid amount of airstrafing which makes it impossible to get airshot. It allowed for a few interesting plays though, by using the effectively silent bombs stuff like this works, which I think could be a positive addition to the game.
After about one and a half pugs, the other team knew how to deal with it and directly bombing with the parachute stopped working entirely. It's pretty easily countered by having a scout near the combo or just shotgunning instead of going for rockets.
