When that happened to me, it turned out that I had messed something up in vegas. Are you sure it's rendering properly? Try watching the raw .avi and making sure it's working before encoding.
I sorta know HTML, CSS and javascript, I took a beginner's course in Python and I'm pretty competent with that. Also a bit of C++, haven't used it in a while though. All as a hobby.
First off, don't bump old threads unless you have something really on-topic that brings new information to discussion.
Second, no. sv_pure is a server cvar that allows the server to restrict what custom stuff clients can load. 0 means anything works, custom textures, models, sounds, etc. 1 means that the server can choose what kinds of custom stuff can be loaded (skins/models/textures). 2 means only default game materials are allowed.
The reason carpet's videos look the way they do is because of an exploit with Nvidia graphic cards, where you can use game-by-game profiles to change graphics settings on a really low level. What some people (including carpet) do is set the LOD bias to 15, meaning that the game uses the lowest possible detail textures and models, simulating the ingame cvar mat_picmip 15, which is a cheat command.
Needless to say, the GPU hack isn't ESEA legal, though other leagues don't stop you from doing it. If you're looking for a guide on how to do, I'm sure there's one floating around.

Did something short the pins on the plug? That would make the zapping sound. I assume your computer is still working.
Puush (http://puush.me/) lets you upload files and screenshots, sites like http://www.zippyshare.com/ and http://www.mediafire.com/ are good just for uploading files.

I'm not running it myself, but it should be a good baseline, seems to be really popular and not too expensive, as well as being pretty much standard in terms of speed and size.

This. Get a cheap guitar and try and learn to play some songs you like or something, usually great if you're feeling depressed once you can recognize what you're playing.
