Honestly, I can't see any reason for people to keep overthinking this.
They're trying to do something that gets as many pub players into the game as possible. How do you do that? Integrated competitive. What form of competitive? The closest kind to public servers. What competitive rules? Dynamic weapon whitelists, standard stopwatch/5cp/AD/CTF. It's meant to be as open ended as possible. Wait until it gets implemented before discussing it, I would suggest. For all we know, given how few specifics have been confirmed, it will be all we want and more.
I just recently finished edX's offering of 6.00x, an introductory CS course. Look for other MOOCs at sites like edx.org, coursera.org, saylor.org etc. and pick one up. The courses spread a wide variety of topics, but a lot of them are in CS and software engineering. True, the majority of them require a good amount of dedication (~12 hours a week of work), but they're worth it.

4 TITANs in SLI wouldn't give you better FPS in TF2. The problem is the low-end laptop CPU. Your best bet is probably a new computer, I'm sure you could salvage the HDD, disk drive, etc, so it would be cheaper than a full build.

Going to add to this that Verizon net + tragicservers TF2 servers still work. It's just mumble. Same for eoreality.
Couldn't they just make it so that you can change interp in the same game tick as switching weapons, if the commands are sent simultaneously? That wouldn't be nearly as hard to implement as a lag-switch detector, and it would keep you from being able to shoot during the time it's catching up.
