If you've watched the cast you'd know that scrambled had internet issues, ranging from 90-400+ ping, and that STV viewangles aren't perfect in replicating what actually happens on the server.
The opposing team can obviously request demos, but you can see the lag/stutter as soon as he unrevs and gets out the chocolate bar.
So as you can see in the first screenshot where you have 'HudPlayerStatus' highlighted, the 'box' containing the player class (portrait image thingy) and the player health is positioned just left of the center of the screen.
If you go in hudlayout.res you should find the xpos and wide, set these to 0 and f0 respectively. This will make the entire panel move to the far left and the full width of the screen (change to be c-100 to keep it left of the center for instance)
Doing this will result in having to move a bunch of stuff over, so small changes in xpos and possibly the wide values might be better than just setting it to 0 and repositioning everything.
I hope that the first season to bridge the ESEA > RGL gap has the 'halves' for 5cp maps and afterwards can be brought more in line with the leagues and LANs in the rest of the world (ETF2L, ozfortress, Copenhagen Games, iSeries, RGB) where there is the 30 minute timelimit per map and no halves.
Same for the whitelist, which is currently ESEA S30/S31 + Solemn Vow, where after the first season the global whitelist discussions and test cups for leagues can be started up again to get rulesets for items and maps more in-line and towards a more universal standard.
A more uniform ruleset should also make the viewing experience a lot easier if you don't need to wonder about which weapons are banned or what the win conditions are for a map if you're an NA or AU viewer on an EU stream and vice-versa.
use vgui_drawtree 1 and tick 'highlight selected' in that popup to navigate through that drawtree to find the element of the health icon and check if the bounding box is too big/small or if it's the wrapping parent one you need to increase (in hudlayout.res) or simply move stuff off the edges

All leagues or orgs where they control the servers, who has access to it (playing and observing) and additionally provide coverage. I doubt they [RGL] will make an STV exclusive if they can't cover the game, but the Grand Finals (when covered) will be exclusive to their own producers & casters.
Check first in private browsing if your search behaves as in the 'normal chrome' screenshot, it might be plugin or cookie related in that case, also uninstall some of your ad blockers, you only need 1 (ublock origin > all)
If it still happens in incognito or after disabling plugins check if your 'User Agent' has changed to make your browser act like it's a mobile browser instead.

This looks like m0re hud edit, get confirmation in that thread.
font changes in clientscheme require game restarts, the wide/tall values are for the box/element containing the crosshair and you ideally don't mess with unless it is to align it.
Without code it's hard to pinpoint if/why a font size change didn't fix the issue, unless it's an image crosshair, in which case the tall/wide would work for scaling it down.

Does changing between tf_use_match_hud 0/1 also move it? then it could be if_match or if_comp hud things you might have to force override in those time element related hud files.
