I've had this problem, and it turned out to be input lag. Turning off V-sync and going fullscreen eliminated the input lag for me and it went back to normal, so maybe try that.

Yup, I used to have that exact problem, hud_reloadscheme fixed it. Just bind it to a key and do it whenever you tab back in-game.

I don't think enough people know about this? And I think a bunch of you guys could benefit from this. :)
Basically if you're playing TF2, and your fps starts dropping after a few minutes (Not stuttering in my case, just lower FPS), type in the command "hud_reloadscheme"
Your game should freeze for a few seconds, and after that there should be a noticeable FPS difference, I do it every 4 minutes of playing or so (I have it bound), always boosts my FPS. It's honestly a crime that not everyone knows about this.
I've told many people about this, they're shocked most of the time. I should note that once some dude said it didn't boost his FPS so idk, try it for yourselves, it's really neat.
