Ratchet is a good guy. He's always around, always ready to play, he just has a long way to go. Getting more involved with a serious group of gamers will do wonders for his progression. Absolutely nowhere close to a mid/high medic (mid/low would be an appropriate target), but he might get there in a few more seasons.

Are you having any packet loss? If you're playing via WiFi, wire up.
Also, what is your build? I have a laptop that does that because the CPU is such garbage that it stutters the game while trying to make damage calculations.
Well, if it was the RAM, you could pull one stick at a time to find out if one of them went bad. I highly doubt your RAM is causing that issue. Sounds like MB to me.
you could go look at event viewer and see if there's anything going on there. verify your game cache, reinstall, etc. etc. etc.

So, I had this exact thing happen to me when I made my first TF2 team in 2008. We only played TWL at the time, but we did have a sponsor (Truwar eSports), it was a one-guy operation, and it all worked out fine. There's no reason at all not to go for it. In 2009 he covered league fees, too.
Even boogie was sponsored by a one-man operation soooo there you have it.

Direct pipes at point blank range on a hill (ie, badlands yard) do less damage than direct pipes at medium range... obviously because scouts need more of an advantage. Maybe they fixed it at some point in time, but that was the one issue I sent to Robin Walker that he never responded to.
Pipes used to do less damage if you hit the head but I'm pretty sure they all do 100 damage now no matter what (excluding resistances)
I may have to test it out again at some point, but at the time you could get up to 104 at medium range but no better than 96 at point blank.
