Comcast has 20/4 for $30 right now here in Indy, for 6 months though. After 12 months it goes up to the same price as AT&T's 24/3, $63. Comcast does offer faster speeds though. Comcast has problems though, but you probably don't have many options.
That's not Canadian internet :( 3up doesn't even exist here without a bandwidth cap (around 150GB cap).
Up here in Canada I get the same upload speed. You can still stream with ~230 bitrate, 1-3 for your quality setting in OBS. I can't promise anyone will watch you, but you can still stream.
Puke, they generally go from 9-12 EST, so assuming you aren't west coast, you will be fine.

Ah. If you're confident it's due to overheating, then yeah a USB adapter would probably fix it. However I don't know too much about laptops; there could be some others factors the might be affecting it other than heat.
It's quite possible. I'm assuming it's PCI? I have a USB one that would overheat because of the CPU exhaust at the back, simply had to move it to the front. See if you can give it a bit more room inside (assuming it's PCI).
I'm 90% sure the newest version of OBS makes 64bit version compatible with 32 bit applications, and vice-versa. However that might have been one of the recent test builds, not sure.
When you play in windowed mode, and use window capture does it work for you?

I know energy drinks are big in the gaming culture, but they really are horrible. I used to drink them all the time, since I hate coffee, but I started having weird heart palpitations. It probably doesn't mean much, but I'll attribute it to energy drinks since I'm pretty healthy otherwise.
Not to mention, you actually feel more awake if you aren't drinking them, once you get over the first few days of having none.
