Find the font that the health uses in resource/ui/HudPlayerHealth.ui (PlayerStatusHealthValue)
Increase the "tall" value of that font in resource/ClientScheme.res

I may be wrong, but try scripts/HudAnimations_tf.txt -> Find Health Dying Pulse -> Change Animate PlayerStatusHealthValuefreezePanel to 255 0 0 255 -> Save
