3 months is excessive, I think reducing it to a warning was a fair decision

Italy better than Russia ? Maybe but also not sure.
"Portugal > Sweden" also doesn't seem correct Imo.
I think historically Sweden would beat Portugal, but I think Sweden's gotten weaker and Portugal better in the last few years. Italy or Russia was also a toss-up for us, we eventually went with Italy.

General rule is we put flag with first mention of someone/a team, and then don't use it again.
