im too lazy to read 43 pages of crime shit but IQ differences also correlate strongly with socioeconomic status (http://www.ascd.org/publications/researchbrief/v2n21/toc.aspx) which in general means that if a group of people had historically been oppressed down into the bottom rungs of society, they would also be more likely to suffer from factors that limit their development
